Job Summary:

The Wisconsin Reading Center is a core imaging laboratory which works with sponsors (pharmaceutical, camera, and research) on Ophthalmology eye imaging. The incumbent will work directly with investigators, sponsors, Clinical research organizations (CRO), and research teams, to prepare and negotiate budgets and contracts. This incumbent will help with business development for the Wisconsin Reading Center. The role will work with sponsors on non-disclosure agreements, create complex bids for potential studies, and develop fee-for-service agreements to submit in legal review. The position will review all billing both internal and external before processing with finance. Candidates must feel comfortable in a timeline-driven role, be self-motivated, and be highly detailed-oriented with excellent organizational skills. This position interacts with many different teams and customers and assists in identifying and implementing quality process improvements to ensure that processes are efficient and timely.


Responsibilities:
Researches, creates, and solicits bids and proposals from third party suppliers for critical, complex, and/or unique institution level procurements to provide cost-effective materials and services within an assigned commodity area or business unit. Negotiates procurement contract terms and signs resulting in enterprise or statewide contracts. Develops and recommends sourcing strategies and strategic plans for high demand, high risk, or frequently recurring enterprise-wide purchases of goods and services. Provides peer guidance and proposes procurement strategies to senior leadership to support operational excellence of procurement functions.

  • 10% Leads the development of complex solicitations requiring creative approaches to evaluation of third party sourcing options in compliance with regulatory requirements
  • 10% Drafts, submits, and communicates outcomes of procurement requests to suppliers, stakeholders, and institutional leadership
  • 10% Answers questions and provides guidance regarding specific commodities and service areas to various individuals and groups based on set materials or standards
  • 5% Prepares and disseminates business cases to appropriate audiences, proposes strategic sourcing, and authors programs to stakeholders and institutional leadership
  • 20% Implements required reporting protocols with suppliers to allow measurement of cost savings, reduction, avoidance, supplier management, and risk mitigation programs and strategies
  • 20% Serves as primary point of contact to external stakeholders, maintains contracts, and negotiates purchase prices to obtain timely and meaningful contract sourcing results
  • 15% Establishes and maintains bid and proposal records to comply with record-keeping requirements
  • 10% Prepares and disseminates business cases to reduce costs using data analytics and dashboard tools

Education:

Preferred
Bachelor's Degree in business, finance, healthcare administration or related field.


Qualifications:

Required:
-At least 6 years experience in clinical trial protocols, business development or work in foundations in lieu of bachelor's degree. Or at least 2 years experience in clinical trial protocols, business development or work in foundations with a bachelor's degree.
-Attention to detail.
-Advanced Excel skills.
-Communication skills such as active listening, clear verbal and written communication, adapts to various communication styles.
-Strong financial and analytical skills with budgeting, bidding and predicting income.

Preferred:
-Experience in sponsor relationship building.
-Experience in contract negotiation and management.
-Experience in dashboards such as smartsheets, Power Bi, or Tableau.


Work Type:

Full Time: 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.


Appointment Type, Duration:

Terminal, 12 month appointment.
This position has the possibility to be extended or converted to an ongoing appointment based on need and/or funding


Salary:

Minimum $56,112 ANNUAL (12 months)
