PAY: $179,000 - $199,000

JOB SUMMARY: We have an exciting opportunity to join us in supporting one of our valued customers as a Test and Evaluation (T&E) Program Integrator (PI) to work out of Schriever Space Force Base in Colorado supporting 3IS test and evaluation activities within the 1st Test and Evaluation Squadron (TES), 3TES, 4TES, and 17TES.

Provides leadership, supervisory and management support to all 3IS test and evaluation activities within the 1TES, 4TES, and 17TES. Oversee contract administration, personnel management, financial management and hiring in support of all Test and Evaluation Squadrons under US Space Force. Lead cross-functional test teams to achieve project goals and objectives within defined timeframes and budgets, driving successful project delivery. Interface with Government representatives to ensure that all contracted tasks are being accomplished IAW government direction and mission needs. Provide feedback to the 3IS Program Manager on all areas under Test and Evaluation and identify all known future growth areas. Act as the interface between the government and the employees on a wide range of issues. Location: Schriever SFB, CO.

PRIMARY DUTIES:



  • Provide and orchestrate resources, financial management, administer contract actions, and monitor employee performance.
  • Provide improvement recommendations as they related to specific T&E projects to include transition and integration projects.
  • Use existing financial management tools to track labor and non-labor costs to ensure that funds are precisely accounted and within expatiations of the contracting office and the implementing test unit.
  • Present monthly financial updates to the company leadership to identify Cost of Goods and Services information to be presented at monthly Program Management Reviews.
  • Use templated outline to present detailed monthly financial status for every contracted task to the responsible Contract Officers Representative (COR) in each unit that identifies funding levels, planned/actual hours expended, planned/actual labor funding expended, planned/actual non-labor funding expended, Cost to Date, Variance at Completion, Estimate at Completion
  • Review Performance Work Statement (PWS) for new contract tasks to verify the level of effort required to accomplish all phases of the PWS and determine if new contract support specialties are required.
  • Review PWS to determine if adequate non-travel requirements are identified or if specialized equipment or software is required for successful task accomplishment
  • Provide justification when a specific task within PWS cannot be successfully accomplished due to limitations or unreasonable expectations in the identified PWS.
  • Develop and lead the preparation of contract Request for Proposal (RFP) responses, ensuring compliance with government regulations and customer requirements and any limitations or omissions identified in the PWS that could prevent successful task completion.
  • Identify all manpower requirements for each new task and cross check pricing documents to ensure 100% accuracy.
  • Develop Position Descriptions that clearly identify all new hire requirements.
  • Work with HR departments to select potential candidates, conduct interviews, and make hiring and salary recommendations.
  • Relay direction from 3IS and customer organizational leadership so employees fully understand expectations
  • Supervise and direct teams of professionals, including setting priorities, assigning tasks, and monitoring progress to ensure successful project execution and meet business objectives.
  • Monitor project progress, track performance metrics, and implement corrective actions as needed to ensure successful project completion and meet stakeholder expectations.
  • Provide advice to test teams on the test design elements to ensure the contract task is adequately covered and the contractor has a comprehensive plan for success.
  • Support the development and coordination of test planning documents, test planning briefings, test team charters, and Memorandums of Understanding/Memorandums of Agreement (MOU/MOA).
  • Up to 10% travel anticipated with the position.
  • Other duties as assigned.



PREFERRED QUALIFICATIONS:



  • 7 years of technical experience in DoD or USAF/USSF Operational Test and Evaluation (OT&E) test design, analysis, and test reporting in operational environments.
  • Master's degree in Statistics, Math or Engineering
  • Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook).
  • Possess working knowledge of USAF and USSF test and evaluation directives.



RELEVANT EXPERIENCE: 15 years of technical experience in DoD and USAF OT&E policy, procedures, and requirements in evaluating new and existing space systems in a realistic environment.

EDUCATION/CERTIFICATION: Bachelor's degree in Statistics, Math, Engineering, or a related field. Equivalent experience in lieu of a degree is accepted.
