The Contracting Services Department (CSD) is seeking a Senior Manager of Non-Commercial Subcontracts responsible for leadership and management of the Non-Commercial Acquisition Team, which is responsible for the Laboratory'sresearch and development subcontracting, academic collaborations, and IDIQ portfolio management. Acting as the Non-Commercial Subcontracting Subject Matter Expert and CSD representative, this highly collaborative role will engage with stakeholders across the organization, including, but not limited to, Department and Research Division Leadership, Business Managers, Financial Services, Security and Program Management. Primary Duties/Responsibilities
The ideal candidate will have government contract and/or subcontract management experience to include comprehensive experience in FAR/DFARS, mandatory flow down causes, contract law, contract formation, administration, pricing, negotiation, and project management. Demonstrated knowledge of government socioeconomic requirements, patent and IP data rights clauses, and procurement integrity requirements. Candidate must have strong working knowledge and experience in cost analysis, Cost Accounting Standards (CAS), Certified Cost or Pricing data, Contractor Purchasing System Review (CPSR), and Cost Plus Fixed Fee (CPFF) subcontracts.
