The State Highway Administration's (SHA) Office of Maintenance (OOM) (Anne Arundel County) is currently recruiting for a Contract Manager (Administrator I) position. This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: This position functions as a Contract Manager for the OOM's Highway Maintenance Division's, Contracts & Procurement Section. This position manages a full range of duties associated with complex/multi-phase procurements involving Invitation to Bid (ITB) and Request for Proposal (RFP) process. This position will also establish procurement schedules in accordance with SHA policy based on knowledge of internal and external contract processing/administration requirements. The Contract Manager will also develop, prepare, review, and submit equipment, commodity, service supplies, maintenance, and transportation related equipment, both over and under $50,000. This position will ensure all procurement methods are in compliance with Maryland Department of Transportation (MDOT), SHA, state procurement laws and in accordance with Code of Maryland Regulations, Title 21.

Qualifications

Minimum Qualifications:

Education:
Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Four
(4) years of experience in administrative staff or professional work.

Selective Qualification: Two (2) years of the required experience must be involved in reviewing plans, specials provisions, and estimates of maintenance and/or commodity contracts.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university.

3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.


Licenses & Certifications

Candidate must obtain the SHA Level I & II Small Procurement Training Certification during the probationary period.

Candidate must complete and pass the Snow College course within the probationary period.
