Summary:

The Program/Site Coordinator is responsible for the Tribal Brownfields Program in accordance with the EPA Approved Work Plan. This will entail coordinating a community outreach effort, developing a survey and inventory of potential Brownfields sites including phase I and phase II assessments, then developing and implementing a reuse and revitalization plan. The coordinator will develop a reuse and revitalization plan and pursue EPA Brownfields funding to execute further assessments, clean-up operations and implementing the reuse and revitalization plan. The scope of this planning effort will include coordination with Ahtna villages, communities and Tribal Organizations of the Ahtna Region.

This position is in Glennallen, AK and serves in the Ahtna Region. This position combines environmental monitoring and planning with outreach, education, capacity building and collaboration to promote conservations, and reclamation of contaminated lands. This position will work with various Native Organizations, non-governmental organizations, advisory groups, and state and federal agencies on a variety of projects to achieve the stated Brownfield Program goals.

The pay range for this position is $30.50/hour.

Essential Duties and Responsibilities: (including but not limited to)



  • Coordinate and organize meetings of Interested Tribal Organizations and Stakeholders associated with Brownfields.
  • Coordinate project scope, schedule and budget. Ensure that project deliverables are executed according to schedule and within budget.
  • Track progress of grant toward meeting key benchmarks identified in the work plan.
  • Prepare and submit required grant and administrative reports timely.
  • Assure grant finance reports are prepared and submitted in a timely manner.
  • Assist in Brownfields site identification.
  • Communicate with consultants, U.S. Environmental Protection Agency (EPA), and Alaska state DEC (ADEC) as needed regarding the management of the Tribe's Brownfields grants.
  • Create maps identifying sites to be assessed, seek site approval from EPA and landowners, coordinate to have the site assessed in a timely manner and report findings to EPA, ADEC, Tribal Organizations and other stakeholders.
  • Maintain site inventory and photo library.
  • Identify and coordinate opportunities to engage the community in the Brownfields Program.
  • Experience explaining environmental regulations/laws, or scientific, technical or policy information to the public.
  • Demonstrated ability/experience working with electronic databases to ensure information is documented and maintained to reflect project status.
  • Demonstrated technical research skills and writing abilities, reviewing, and commenting on project work plans, quality plans, technical reports, and papers for results reporting or publication.
  • Perform additional duties as assigned.



Minimum Qualifications:



  • Associate degree in business administration, communications, environmental engineering, engineering technician, chemical engineering, or equivalent. Experience my substitute for education on a 1:1 year basis.
  • Three years of experience in project planning, project management and project oversight, management experience, and or public administration.
  • Ability to manage multiple projects.
  • Proficient computer skills using Microsoft Office Suite including Word, Excel, and Outlook
  • Solid knowledge of general office procedures and equipment
  • Solid knowledge of converting paper data into a computerized form, keeping integrity intact
  • Exceptional attention to detail with proven interpersonal skill
  • Strong organizational skills and the ability to independently prioritize workload and tasks to optimize production.
  • A valid State of Alaska diver license, or ability to obtain one is required.



Preferred Qualifications:



  • Bachelor's degree in business administration, communications, environmental engineering, engineering technician, chemical engineering, or equivalent.
  • Knowledgeable about Ahtna owned lands
  • Have an understanding about the history of Ahtna and brownfield sites
  • Familiarity with ANCSA and ANILCA
  • Worked with level 1 and level 2 Brownfields assessments.
  • HAZWHOPER certification or ability to obtain certification
  • Knowledgeable on the history of construction projects in the Ahtna region Shareholder Preference:


Pursuant to PL 93-638, as amended, preference will be given to qualified Ahtna Native Corporation Shareholders, Descendants, and Spouses in all phases of employment.

Working Environment:

Generally, indoor office environment with frequent interruptions. Must be able to spend upwards of 1-3 hours traveling in small aircraft, boats or on snow machine. While outdoors may be subject to site conditions, changes in temperature, weather conditions and noise levels.

Physical Demands (including but not limited to):

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.

Work is generally performed in an office setting with the ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal and other office equipment

Associates of Business Administration (preferred)
Experience
