Job Description:

Responsibilities
The Health Program Administrator will work as part of a team in the AIDS Institute's Office of Administration and Contract Management's Procurement Unit. The incumbent will have responsibilities associated with various types of solicitations/procurements. The Office is very busy with many competing priorities. The ability to be able to multi-task, work in a fast-paced environment, effectively communicate, organize work, and have attention to detail is key. Responsibilities of this position will include performing a first level review and editing of Request for Applications (RFA's) and Request for Proposals' (RFP's), and other solicitation types, reviewing documents associated with the development, issuance, and approval of solicitation's/procurement's; compiling and completing the entry of procurements and resulting awards into the New York Statewide Financial System (SFS), the New York State Contract Reporter and an internal contract database, providing training and technical assistance to program staff on requirements/processes; tracking and reporting, and other duties as assigned.

Minimum Qualifications

Bachelor's degree in a related field and two years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Experience working on the development of internal procurement processes; experience with contract processes and procedures, experience with a grants management system; experience working with contract databases, experience using Microsoft Office (Excel, Word, PowerPoint, and SharePoint); and experience providing training and guidance.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 10% of the time, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
