Overview

Now hiring a Native American Affairs Program Manager

Serves as a manager of system engagement with subject matter expertise in complex systems, including Children in State Custody (CISC) and Native American Affairs. Administers an operationally sound and high-performing Medicaid program in partnership with PHP business operations to meet the needs our membership focused on engaging and collaborating with key stakeholders, with a particular emphasis on the needs and advocacy of Native Americans, CISC, and those requiring specialized systems support. Manages implementation of the key elements of strategic plans that support PHPs role in the system of care for populations experiencing health inequities and disparities, particularly as it relates to child welfare and Native American Affairs. Serves as a key member of the PHP Tribal Relations Team and the PHP Native American Operations Team and other key stakeholder groups or operational areas. Focus on advancing the voice and choice of underrepresented groups within our membership, including Native Americans, CISC and others needing special systems advocacy.

Qualifications

  • Bachelors degree and two to five years of business / operations experience in Managed Care Administration required, Masters in Business Administration, Master in Public Administration, Master in Public Health, or higher preferred.
  • Demonstrated leadership abilities including the capacity to produce results in a complex, matrix setting.
  • Excellent verbal, written, presentation, team-building, and interpersonal skills are also required.
  • The successful candidate will have a strong background in child welfare, either through lived experience or professional work, and will play a crucial role in fostering effective communication, trust, and advocacy across various systems.


Responsibilities

  • *Identifies and develops grant proposals to foundations and other grant-making organizations, persuasively communicating the organizations mission and programs to potential funders;
  • Manages implementation of system enhancements and strategies, to improve public relations and build trust with communities and stakeholders, foster a positive and collaborative relationships, and address and resolve any identified concerns or issues in a timely and effective manner. This may include management of the Native American Affairs strategic plan.
  • Serves as a subject-matter-expert and administers an operationally sound and high-performing Medicaid program in partnership with PHP business operations to meet the needs of our membership experiencing health disparities or inequities, such as CISC or Native Americans.
  • Analyze and evaluate current systems impacting our members to identify areas for improvement and support development efforts with key stakeholder which may include program directors, advocacy groups, and state agency, federal, or Tribal Leadership and Tribal community leadership to conduct health care needs and gap assessments, which informs strategic planning and program development.
  • Build and maintain relationships with key stakeholders, including community organizations, government agencies, and advocacy groups representing PHP at community meetings and public forums, advocating for the needs of our members.
  • Participates in routine meetings with key stakeholders, including to monitor and report on the effectiveness of implemented strategies and initiatives, assess progress, identify opportunities, and develop strategies for continuous improvement.
  • Serves as a key member of the PHP Tribal Relations Team, PHP Native American Operations Team, Behavioral Health, and Children in State Custody.
  • Manages integrated health care strategies, which are aligned with health care initiatives, to effectively address health inequities and cultural competencies related to care coordination, benefits / services, and care delivery.
  • Collaborates with Member and Provider Services departments to provide support and guidance to stakeholders in navigating the child welfare system and accessing necessary resources and develop effective member and provider education and outreach initiatives tailored for Native American communities, CISC or other special populations with similar health inequities or disparities.
  • Maintain accurate records and prepare reports of stakeholder interactions; community meetings; advocacy efforts, and engagement activities, challenges, and progress.
