Under general direction from the Chief Information Officer, oversee and participate in the planning, implementation, maintenance, and staffing for all IT Operations related functions at the California Animal Health and Food Safety Laboratory (CAHFS), including the Equine Analytical Chemistry Laboratory (EACL) which serves more than 200 faculty, staff and students. Responsible for security, performance, and availability of the CAHFS infrastructure which underlies the Laboratory Information Management Systems (LIMS) and accounts receivable system, Quality Assurance system, along with interfaces between CAHFS and UC accounting; and local and wide area networks in 4 locations throughout the state of California. This position oversees the team that provides tier-1 and tier-2 desktop support for staff in the Davis location along with primarily remote assistance for branch lab staff.

Minimum Qualifications

* Bachelor's degree in Computer Science or related field, or equivalent experience/training and 5 years experience supervising information technology professionals in a production environment.
* Project management experience implementing strategic plans, and executing large scale, complex project(s) with familiarity of project management tools and methods.
* Knowledge and experience of computing systems administration, including operating systems, database systems, file storage and backup systems, directory systems, content management systems, policy creation and maintenance, virtualization, and application implementation, patching and upgrades.
* Knowledge and experience planning and managing physical IT infrastructure, including network topology, protocols and routing, power requirements and backup power supplies, cooling requirements, rack storage, telecommunications equipment and services, along with experience developing infrastructure strategy e.g. planned equipment obsolescence, upgrades, performance improvements, and also long term infrastructure maintenance activities, e.g. warranty, contract and license management, and third-party service agreements.
* Knowledge and experience in system, application and network security best practices, standards, and tools.
* Demonstrated ability to understand customer and service needs and negotiate solutions with a high degree of customer satisfaction. Active listener with proven report writing capability and ability to communicate complex technical concepts with stakeholders at varying technical-skill levels
* Ability to recognize and quantify risks, and offer risk management strategies and options as well as identify key performance indicators, measure service delivery performance and report results
Preferred Qualifications
* PMP or similar certification.
* Experience with a laboratory information management system (LIMS).
* Experience working in a laboratory environment including knowledge of unique technical needs of a laboratory.
* Experience with software development methodologies, including web applications with knowledge of IT trends in software, hardware and communications.
* Experience with programming languages and system configuration and maintenance.

Department Overview
CAHFS provides California's livestock and poultry industries, and veterinary practitioners who serve them, with a full range of diagnostic laboratory services for disease control, enhancement of animal health management, and protection from diseases common to animal and humans. In meeting this need, the CAHFS also serves as the backbone of California's animal disease warning system through its surveillance programs. CAHFS consists of four branch laboratories currently located in Davis, Turlock, Tulare and San Bernardino. Funding for CAHFS is provided through a contract with the California Department of Food and Agriculture (CDFA) and through revenue generated from user fees. An additional program, the Equine Analytical Chemistry Laboratory, is funded through a contract with the California Horse Racing Board (CHRB) and horse wagering monies and provides full-service drug testing and an equine pharmacology research and program.
