The Manager EHS (Site Safety and Health Officer) will manage
and implement safety and health programs on a major
construction project. The SSHO will be responsible for ensuring
compliance with all safety regulations, conducting inspections,
investigating incidents, and fostering a culture of safety
on-site. This role will require strong leadership,
communication skills, and in-depth knowledge of construction
safety practices.

Support construction programs executed in Israel.


Explore your tasks and responsibilities
Daily Safety and Health Inspections:

  • Conduct daily safety and health inspections and maintain a
    written log which includes area/operation inspected, date of
    inspection, identified hazards, recommended corrective actions,
    estimated and actual dates of corrections. Attach safety
    inspection logs to the Contractors' daily production report.


Mishap Investigations:

  • Conduct mishap investigations and complete required
    accident reports. Report mishaps and near misses.
  • Use and maintain OSHA's Form 300 to log work-related
    injuries and illnesses occurring on the project site for the
    Contractor and subcontractors and make available to the
    Contracting Officer upon request. Post and maintain the Form
    300A on the site Safety Bulletin Board.


Safety Reference Material Maintenance:

  • Maintain applicable safety reference material on the job
    site.
  • Attend the pre-construction conference, pre-work meetings
    including preparatory meetings, and periodic in-progress
    meetings.
  • Review the APP and AHAs for compliance with EM 385-1-1, and
    approve, sign, implement and enforce them.

  • Safety and Health Deficiency Tracking:
  • Establish a Safety and Occupational Health (SOH) Deficiency
    Tracking System that lists and monitors outstanding
    deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health
    requirements.
  • Maintain a list of hazardous chemicals on site and their
    material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving
    energy, equipment, excavation, entry into confined space, and
    elevation, and be prepared to discuss details during QC
    Meetings.


Subcontractor Safety Compliance:



  • Provide and keep a record of site safety orientation and
    indoctrination for Contractor employees, subcontractor
    employees, and site visitors.
  • Maintains liaison with outside organizations such as
    clinics, fire departments, mutual aid societies, and rescue
    teams to assure correct site information and assistance to
    support for the project.
  • Encourages and promotes the value of early incident or
    injury reporting from those onsite
  • Encourages the submittal of near misses, good catches,
    lesson learned or best practices and promotes the recognition
    of those helping with that effort
  • Accompanies insurance representatives as needed and assists
    the project manager when authorities visit the site
  • Other duties as assigned.

Show your expertise

  • The SSHO must ensure that the requirements of 29 CFR
    1926.16 are met for the project.
  • Provide a Safety oversight team that includes a minimum of
    one person at each project site to function as the SSHO.
  • The SSHO or an equally qualified Alternate SSHO must be at
    the work site at all times to implement and administer the
    Contractor's safety program and Government-accepted Accident
    Prevention Plan
  • The SSHO and Alternate SSHO must have the required
    training, experience, and qualifications in accordance with EM
    385-1-1, and all associated sub-paragraphs.
  • If the SSHO is off the site, regardless of length of time,
    provide an equally qualified and approved alternate SSHO to
    fulfil the same roles and responsibilities as the primary SSHO.
  • Do not perform work without an SSHO or alternate on site.
  • The SSHO may not serve as the Quality Control Manager or as
    the Superintendent


Minimum Required

  • High school diploma/GED required.
  • Minimum 10 years of experience with EHS
  • EM 385-1-1 Certification required. The EM 385-1-1 is a
    comprehensive U.S. Army Corps of Engineers Safety and Health
    Manual that sets safety standards and guidelines for all Corps
    of Engineers activities, particularly construction and related
    operations. It applies to contractors and their subcontractors
    working on federal projects, including those in the
    semiconductor industry when government contracts are involved.


Preferred

  • Bachelor's degree in Safety, Environmental, Environmental
    Sciences, Engineering, Chemistry or related field preferred
  • Certified Safety Professional (CSP)
  • Certified Industrial Hygienist (CIH)
  • Certified Hazardous Materials Manager (CHMM)
  • Construction Health and Safety Technician (CHST)
  • Excellent verbal and written communication skills
  • Thorough understanding of OSHA standards (e.g., 29 CFR 1926
    for construction, 29 CFR 1910 for general industry).
  • Familiarity with federal, state, and local safety
    regulations.
  • Proficient in conducting Job Hazard Analyses (JHAs) and
    risk assessments.
  • Ability to identify, evaluate, and mitigate potential
    safety hazards on site.


Travel

  • Ability to work in the country of Israel.
  • Travel to Israel to support the project as required.
