Summary

The Capital Budgets Consultant performs routine to advanced level financial activities such as budgeting, variance analysis and short- and long-term forecasting for Generation engineering projects.Provides support and backup to Project Managers to successfully complete and close out the project management process.

Minimum Requirements

A four-year bachelors degree in Finance, Accounting, Business, Economics or other job-related field from an accredited college or university plus seven (7) years of experience in financial analysis and/or accounting.In lieu of a bachelor's degree, combination of college coursework and/or experience in financial analysis and/or accounting equaling 11 years.

Preferred Special Skills, Knowledge or Qualifications:

Project management experience.

Knowledge of Project Management Institute project controls principals.

Knowledge of EPMS (Enterprise Project Management System).

Knowledge of long-range forecast process.

Experience using Microsoft applications (Excel, Word).

Major Accountabilities

1) Creates current year decommissioning budget and manages to target.Creates and updates the ten-year decommissioning Long Range Forecast (LRF). Analyzes spend and makes appropriate recommendations to management.Tracks, identifies discrepancies and makes recommendations to adjust the current year decommissioning budget and LRF.

2) Monitors and tracks current year capital budget.Identifies overrun trends.Recommends opportunities to reduce overages.

3) Partners with Project Managers and Plant Managers to create and manage the list of projects that can be pushed out of current year or pulled into current year when asked by the company to increase or decrease spend quickly.

4) Tracks collector spending and forecasting.Provides accurate forecasting of project schedules by working closely with plant managers and personnel to understand changes in plant work schedules.

5) Manages EPMS actions for plant-led capital projects by partnering with plant personnel to update EPMS (e.g., cost information, stage gate approval, etc.) to close out projects.

6) Manages updates to Risk and Opportunity (R&O) and Outage Discovery Lists by partnering with plant managers to identify risk projects (break-in projects).Identify give-back opportunities that will impact capital budget.Maintain risks and opportunities on Generation R&O list.

7) Provides back up to project manager for like-kind replacement break-in projects.Performs project manager duties within EPMS to report cost, stage gate and closeout duties.

8) Creates material requests and purchase requests in coordination with project managers.Tracks through completion.

9) Provides backup to the supervisor for Four Corners E&O and Coordinating Committees by scheduling meetings, preparing meeting minutes and tracking action items.Coordinates information requests from and responses to committee members.

Hybrid

Employees in hybrid roles work both in their home offices (virtually) and alongside their colleagues (in person).

In order for employees to build strong relationships and to promote meaningful in-person interactions, hybrid employees are expected to work about 40% of their time in-person at an APS or other (non-home office) location.

*Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).

*Working from a home office requires adequate technology and an appropriate ergonomic set up.
