Job Description

Introduction:

The Department of public works is collection of departments that provide a direct service to the City of Racine residents by maintaining various pieces of infrastructure around the City.

Position Purpose:

Under direction of the Fleet Manager, performs welding and mechanical work in the repair and maintenance of all types of truck, automotive, construction, off-road equipment and bascule span bridges.

Essential Duties

Essential Duties:

  • Perform gas and electric arc welding in the maintenance and repair of bascule span lift bridges, and broken, worn, or damaged equipment, including fieldwork as it applies to general operations of the City of Racine.

  • Weld and form materials for the purpose of fabrication and repairing of parts, which may include the use of machining skills.

  • Assists with tune up, repair, and overhaul of diesel and gasoline engines (2 & 4 cycle), including removal and replacement.

  • Ability to use OEM software to diagnose and repair engines and transmissions.

  • Assist with repair and overhaul of standard and automatic transmissions.

  • Assist with maintenance, repair and adjustments of clutches, drive line components, differentials, heavy and light duty suspension systems including heavy leaf springs, power and manual steering systems and components, and fuel systems and related components, both diesel and gas.

  • Assist with testing and repair of all components and accessories of 12 and 24 volt electrical systems.

  • Assist with repair and maintenance of cooling and heating systems with minimal knowledge if air conditioning.

  • Assist with repair and maintenance of brake systems and related components including mechanical brakes, electric brakes, hydraulic brakes, and air brake systems.

  • Assist with overhaul, maintenance and testing of hydraulic systems, including pumps, rams, control valves, lines, and hoses. Lubricate and change oil on cars, trucks, and heavy equipment according to specifications.

  • Make visual inspections of equipment and report any needed repairs to the Supervisor.

  • Make service calls for emergency repairs of all City Equipment. Submit required work orders on work performed and time spent on job.

  • Maintain a consistent and reliable attendance record.

  • Perform related duties assigned by supervisor.

    Note: Duties are performed on bascule span lift bridges, motorized trucks, autos, heavy construction equipment, machinery and attachments, tractors, mowers, air compressors, material spreaders, snow and ice equipment, and other specialized municipal equipment.

Conditions of Employment:

Exposure to loud noises, welding fumes, exposure to burns, severe weather conditions, and repairs to sanitation equipment.


Qualifications

Minimum Qualifications:

  • High school diploma or equivalent required.

  • Must be able to pass the Wisconsin State written and driving test to obtain a Class A, Commercial Driver's License.

  • Must possess a valid Wisconsin driver's license at time of hire.

  • Certification as qualified gas and electric welder determined by GTI testing procedures with a minimum of four (4) years welding experience.

  • Journeyman truck mechanic with a minimum of four (4) years of progressive truck mechanic experience or construction equipment maintenance background.

Preferred Qualifications:

  • A strong construction equipment maintenance background is desirable.

Knowledge, Skills, and Abilities Required:

  • A strong construction equipment maintenance background is desirable.

  • Knowledge of latest welding technologies, principles, and techniques.

  • Skill metal fabrication and machining.

  • Skill in using specialized equipment, tools and machines common to the trade.

  • Ability to plan and layout repair work.

  • Read and understand blueprints.

  • Follow oral and written instructions.

  • Ability to maintain effective working relationships with fellow employees and the general public.

  • Ability to operate heavy equipment.

  • Ability to locate needed repairs during vehicle inspections. Must have reliability, thoroughness, and integrity.

Special Requirements:
  • Ability to obtain State of Wisconsin welding certification within prescribed probationary period.
  • Abide by a two year time in service requirement.
If not in possession of a Class A Commercial Driver's License at time of hire:
  • Complete and Pass Wisconsin Department of Motor Vehicles CDL Class A General Knowledge, Air Brakes, and Combination vehicle written tests within 60 days of hire.
  • Successfully complete in-house Entry Level Driver Training Course and pass the Department of Motor Vehicles Road test (CDL Skills Exam) for CDL Class A within 180 Days of hire.

Supplemental Information

Physical Demands of the Position:
Ability to engage in strenuous physical activity, including but not limited to stooping, standing, bending, climbing, etc. Ability to lift 50 lbs. Must have good dexterity and be in good physical condition. Must not have fear of heights (working on bascule span lift bridges, etc.).

Equipment Used:
Various types of electric welding equipment, gas torch, punch press, metal brake, metal shear, nibbler, drill press, metal saws, overhead crane, hydraulic press, hydraulic body tools, mechanics hand tools and miscellaneous tools and equipment.

Special Requirements:
Ability to obtain State of Wisconsin welding certification within prescribed probationary period.
