Description

Lutheran Social Services of WI and Upper MI is currently seeking a Program Supervisor to Join our growing Housing Team in the Appleton Area.

Duties in this role include, oversight of property management team members, supporting property management in ensuring timely collection of rents, leasing of vacant units as well as file maintenance.

This position will have direct property management responsibilities of the Progressive Apartments , North Willow Apartments ,and Manitowoc Shores as well as supervise 5 other properties in the Area. Local Travel is required.

The position is primarily Monday through Friday first shift, and may require occasional evening or weekend hours based on the needs of the programs. This is a salaried, benefit eligible opportunity.

Direct Reports



  • Establishes priorities and directs the work of assigned Occupancy Specialists* Selects, trains, assigns, coaches and evaluates staff members.
  • Supports day-to-day functioning of the program staff to ensure timely implementation and quality of the agency goals and strategies.
  • Ensures communication and implementation of agency-wide policies and procedures to program staff.
  • Schedules and facilitates staff meetings on an ongoing basis.
  • Partners with program manager to respectfully address and resolve human capital issues including promotion, coaching and other performance matters.
  • Ensures effective use of human capital to meet best practice standards as well as ensure individual and staff safety.
  • Acts as a role model for employees to exemplify how to be an LSS Employee of Choice.
  • Understands and communicates LSS mission, vision, values and best practice to staff.


Regulatory/Compliance Duties



  • Oversight of staff
  • Receives, and reviews for compliance, all certification related paperwork from assigned Occupancy Specialists.
  • Submits matched, reviewed, and compliant documentation to assigned administrative staff for secondary compliance review and generation of move in documents, re-certifications, etc.
  • May assist with tenant file management, including final compliance review.
  • Maintains a working knowledge and familiarity with property expectations/requirements as established by LSS, HUD, Real Estate Assessment Center (REAC), Wisconsin Housing and Economic Development Authority (WHEDA), and various municipality code enforcement entities.
  • Works collaboratively to ensure compliance with regulatory entity expectations.
  • Leads internal apartment pre-inspections prior to regulatory inspections; identifies priority areas to be addressed prior to regulatory inspection. Works in conjunction with maintenance staff and site managers to address and correct.
  • Through daily operations-identifies, reports, and prioritizes items that are out of compliance, safety hazards, or obstacles for residents. Works in conjunction with maintenance staff and site managers to correct (ensures regulatory compliance outside the inspection process).
  • Promotes an atmosphere of prevention, preparation, and continual "inspection ready" properties.


Additional Duties- non inclusive



  • Completes background and credit checks as assigned
  • Handles generic inquires related to projects and properties
  • Works with Occupancy Specialists and Finance Department to appropriately manage tenant AR, security deposit, and pet deposit tracking.
  • May receive and review applications for tenancy; including tracking receipts for applications to project waiting lists. Work with Occupancy Specialists to ensure compliance with income targeting where required.
  • Assists with ensuring project cleanliness, changing of light bulbs, changing of smoke detector batteries, etc.
  • Resolves inquiries, establishes and maintains effective working relationships with staff, residents, and stakeholders
  • Conducts comprehensive site visits including facility tour, staff consultation, consultation with property management, and interaction with residents.

EDUCATION AND/OR EXPERIENCE:
Associate's degree in social work, psychology, sociology or closely related field and at least 3 years of experience or an equivalent combination of education, training and experience in a similar role working in social services or closely related field is required. Experience should include three years working with a similar population. Supervisory experience is preferred. Bachelor's degree in related field is preferred.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must have a valid driver's license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements.

LANGUAGE SKILLS:



  • Ability to read, write, analyze and interpret to complete required documentation by established timeframes.
  • Ability to document in a neat, legible, accurate, objective and consistent manner to reflect the services provided.
  • Ability to effectively present information and respond to questions from all levels of LSS management and employees, as well as the individual, family, and circle of support.


COMPUTER SKILLS/TECHNOLOGY:



  • Working knowledge of computers to allow employee to access computer systems and applications to complete timecards, read and respond to email, and complete required on-line training.
  • Ability to utilize efficiently an electronic health record(s) for documentation of direct services.
  • Must be able to work on computer and utilize computer applications and programs to effectively complete the job.
  • Ability to work within a variety of ever-changing software packages and computer systems.



TRAVEL: Position may travel daily between programs. May travel over the two state area on occasion for training and meetings and may include some overnights.
