Job Duties

  • Responsible for participating in the monthly close processes and supporting financial reporting activities.
  • Provides financial information to management by researching and analyzing accounting data and reconciling financial discrepancies.
  • Creates financial models based on analyses to support organizational decision making.
  • Develops automated reporting tools for more efficient use of data.
  • Analyzes and interprets financial data to provide logical explanations and accurate financial reporting.
  • Establishes and maintains accounting systems, solves accounting problems and participates in the development of procedures and policies; analyzes records, reports and financial statements; participates in creating and analyzing budgets; participates in maintaining fiscal records, postings to ledgers and journals, and carries out other accounting functions; prepares complex financial reports and statements; carries out variety of related fiscal responsibilities (e.g., coordinates inventory control).
  • Performs analysis of a variety of financial and accounting data, including the data in the Customer Service Center and Toll Collection systems, upcoming modernization of the new toll system and E-ZPass account reconciliation.
  • Learns pertinent local, State and Federal laws, rules, and regulations especially as they relate to accounting, auditing, and reporting requirements.
  • Develops and maintains reports and responds to data requests in a timely and accurate manner.
  • On a continuous basis, knows and understands all aspects of the job; intermittently analyzes work papers, reports, and special projects; identifies and interprets technical and numerical information; observes policy and procedures.
  • Performs any other duties or special projects as may be assigned by the CFO, Comptroller, or Director of Audit and Internal Controls.

Typical Qualifications

Major Worker Characteristics

  • Knowledge of rules and procedures of the Financial Accounting Standards Board (FASB), Government Accounting Standards Board (GASB), American Institute of Certified Public Accountants (AICPA) Code of Professional Ethics, various aspects of the Ohio Revised Code, and debt trust agreements.
  • Advanced skill in the use of a personal computer, MS Office and various accounting software.
  • Ability to deal with large number of technical/fiscal variables and determine budgetary projections and allotments adequate to meet operational needs and/or authorize expenditures within spending authority.
  • Apply principles to solve practical, everyday problems; work independently with little or no supervision; handle routine and sensitive inquiries from and contacts with officials and representatives from within and outside the organization.
  • Maintain high levels of trust and confidentiality.
  • Knowledge of Finance and financial analysis including the principles and practices of sound financial management, budgeting, financial modeling, financial planning, revenue projection and cost analysis. Audit and compliance techniques and procedures, statistical research and analysis techniques.
  • Advanced project and/or program management, analytical processes, and report preparation techniques.
  • Understanding of methods of systems analysis and the principles, design, and procedural methods used in large data analysis.
Minimum Qualifications

  • Minimum of a four-year undergraduate degree with from an accredited college with major course work in Finance, Accounting, Economics, Mathematics, or a related field. Advanced degree (i.e., MBA) preferred.
  • Minimum of three (3) years of general accounting experience with a background in auditing, analysis and/or non-profit accounting preferred; advanced proficiency with computers, Microsoft Excel, and accounting software applications.

A mistake or missed time constraint could lead to significant exposure to risk. Accuracy to detail is required. Loss of timely, accurate financial data upon which management decisions are based could result in public mistrust.
