Position Summary

Odyssey is recruiting for a Software Engineer to join the team. The technical expert filling this position will be a trusted advisor and consultant to the government that supports government-led modification and capability upgrade efforts in support of the PARCS Product Division of the Space Systems Command Strategic Warning and Space Surveillance Directorate. Odyssey is in search of an experienced professional interested in joining a fast-paced, dynamic team supporting the United States Space Force with the integration of Missile Warning and Space Domain Awareness.

The PARCS division of the Space Systems Command LEO/MEO Sensing Directorate (SSC/SZBQ) at Peterson Space Force Base near Colorado Springs, CO supports the Perimeter Acquisition Radar Attack Characterization System (PARCS), a single-faced, ultra-high frequency (UHF)-Band, phased-array radar located at Cavalier Space Force Station, North Dakota. PARCS is a Missile Warning sensor that can provide attack characterization and assessment to determine the number and types of missiles entering its coverage area. PARCS is also a Collateral Space Sensor that supports the Space Surveillance Network by providing metric and space object identification data on earth satellite vehicles.



Responsibilities

The Software Engineer shall provide technical expertise and Software Engineering skills in support of the PARCS Modernization effort to digitize this critical national asset so that it continues to collect and provide relevant Missile Warning and Space Domain Awareness data. This individual shall perform work that applies a broad theoretical and practical knowledge of phased array radar functionality and software engineering.

The Modernization Software Engineer shall represent the Government's interests by performing the following duties:

    Develop a SME-level understanding of PARCS by reviewing system documentation, including theory manuals, requirements specifications, design documents, user manuals, and drawings
  • Focus on PARCS system and software requirements at all levels
  • Review and analyze all types of technical documentation: Planning, requirements, design, V&V, support, test, source code, and configuration files
  • Determine operational feasibility of Contractor solutions by evaluating problem definition, requirements, analysis, solution development, and proposed solutions
  • Conduct technical reviews to evaluate alternative proposed plans, engineering efforts, designs, and test results to assure that proposed approaches are technically feasible, and that system performance is achieved in accordance with program specifications
  • Support Engineering resolutions by developing documentation, flowcharts, layouts, diagrams, and charts and by collecting, analyzing, and summarizing development issues
  • Ensure that developed software complies with defined or standardized quality specifications
  • As the Product Owner of the Modernization Agile Software Team, perform some mix of the below tasks
    • Enhance communication among support organizations as the liaison between the Modernization Team contractor personnel and the end users and stakeholder community
    • Ensure that the features worked will provide needed capability to the mission system and warfighter, while minimizing risks
    • Develop, track, and prioritize the Modernization product backlog using collaborative tools, such as Jira and Confluence
    • Optimize the value of the Modernization Team's work
    • Prepare and conduct required technical presentations, such as Integrated Test Team (ITT), Configuration Control Board (CCB), and Test Readiness Review (TRR), to the Agile community; must be able to articulate system technical concepts to senior leaders in a concise manner
  • As a member of the Modernization Agile Software Team, perform some mix of the below tasks
    • Break down high level feature/function descriptions into detailed technical designs and tasks, in collaboration with users, stakeholders, and government lead engineers
    • Support peer design and code reviews with other team members
    • Collaborate on functional and performance tests for features/functions


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have an active DoD Secret clearance, and be able to maintain it

Education: BS in Engineering, Computer Science, or related field

Years of Experience: 8 years of relevant experience in the following listed below, at least 3 years of which must be in the DoD

Required Qualifications:

  • Radar software engineering experience, preferably with phased array radar software functionality as well as previous.
  • Experience working with requirements and associated tools (e.g., DOORS)
  • Experience with ITW/AA, Space Domain Awareness, and/or Missile Warning
  • Experience with Agile methodology for development of software systems
  • Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel
  • Experience managing Agile SW Development Teams and be familiar with practices and techniques to ensure software meets the Government's standards
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.)
  • Understanding of all phases of the software development life cycle
  • Comprehensive understanding and ability to apply systems engineering standards, procedures, and practices
  • Ability to work independently and apply proper procedures and processes related to the area of expertise
  • Ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines
  • Experience in providing technical planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, and integration
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of software development efforts

Preferred Qualifications

Clearance: Must have an active DoD Secret clearance, and be able to maintain it

Years of experience: 8 years of relevant experience in the following listed below, at least 3 years of which must be in the DoD

Certifications: CompTIA Security + or equivalent

  • Preferred Qualifications:

    • Familiarity and/or experience with missile warning and SDA message formats
    • Familiarity and/or experience with emulation/virtualization technologies
    • Familiarity and/or experience with automated testing techniques and tools
    • Familiarity and/or experience with Test Driven Development (TDD)
    • Familiarity and/or experience with the Atlassian tool suite including Jira/Confluence
    • Familiarity and/or experience with continuous integration and deployment environments and tools
    • Subject Matter Expert for PARCS
    • Familiarity with the function of data descriptors (aka LRIDs) in relation to designing and architecting software for a radar that incorporates a mix of analog and digital subsystems and components
    • Familiarity and/or experience with real-time embedded software for ground-based radar, including technical load module languages (SNX360, CENTRAN).
    • Hold an approved Information Assurance Level II (IAT Level II) baseline certification (CCNA-Security, CySA+, GICSP, CSEC, Security+ CE, CND, or SSCP)
